6.6   Off-road access other than rights of way

The backbone to the available provision of access is the PROW network but there is no assumption that any or all of the identified deficiencies in the ideal national or local network can be met by PROWs. Alternatives may be available to facilitate the creation of opportunities through the private sector, or by the use of other powers available (for example speed restrictions on minor roads if they form part of a route promoted as part of a cycle or bridleway network). Alternative responses include:

  • Provision of new supply by the creation of new PROWs;
  • Changing the status of some routes to provide for different types of use;
  • Encouragement of other opportunities within the private or voluntary sector eg Countryside Stewardship, Toll Routes;
  • In certain circumstances it may be judged not cost-effective to respond.

For horse riders in particular, acceptable solutions to route provision will include the creative use of a combination of these responses as well as maintenance and enforcement of existing PROWs.

It will be necessary to engage with a variety of landholders to produce solutions. Different mechanisms may suit different landholders, and even within one holding a variety of mechanisms may be required.
